This aerial photo of selected Fire Fighters Memorial site, Worcester Fire Headquarters and the Philip E. O'Connell Athletic Field shows the final construction of "Phase One" of the Central Massachusetts Emergency Access Road & Bridge Project--an important part of the WFFM Integrated Master Plan. Phase One construction ( $ 1 Million dollars ) provides substantial protection to the water quality of Salisbury Pond by controlling and managing surface water runoff. These environmental improvements are part of an overall planning and engineering strategy to correct water quality conditions and greatly improve the quality of the environment for Institute Park and the City of Worcester. Aerial Photo of selected Fire Fighters Memorial, Institute Park, Salisbury Pond, Philip E. O'Connell Athletic Field and Worcester Fire Headquarters. Five (+/-) acres next to Fire Headquarters which includes the Philip E. O'Connell Athletic Field are to be re-instated back to Institute Park. In the 1950's, a total of 8.9 acres were taken from Institute Park to build the Worcester Fire Headquarters Building. The remaining acreage, which will include the proposed Worcester Fire Fighters Memorial, (5 +/-) acres has been protected from future development by agreement with the City of Worcester and changes the history of Institute Park by increasing its size by 28%(+/-). WFFM took steps to protect the land in its Integrated Master Plan which will now be protected in perpetuity.
